Child Safety Standards

These are the published child safety standards for Civicore, including the Google Play listing Civicore: Kenya Campaigns (application ID ke.co.civicore.app). They apply to the Civicore mobile apps, the application at app.civicore.co.ke, and the website at civicore.co.ke.

Civicore has a zero-tolerance policy for child sexual abuse and exploitation (CSAE) and child sexual abuse material (CSAM). This page exists so anyone can read those standards, report a concern, and reach our designated child safety contact.

1. Zero tolerance for CSAE

Civicore prohibits child sexual abuse and exploitation in any form. You may not use Civicore to create, upload, store, share, request, stream, link to, or otherwise circulate CSAM, or to groom, sextort, traffic, or otherwise sexually exploit a child.

This prohibition is absolute. It applies to posts, stories, comments, live sessions, messages, profiles, media uploads, and any other Civicore surface. It applies whether the content is real, generated, or synthetic.

2. Definitions

  • Child means anyone under 18 years of age.
  • CSAE means child sexual abuse and exploitation: content or behaviour that sexually exploits, abuses, or endangers a child. This includes grooming a child for sexual exploitation, sextorting a child, trafficking a child for sex, or otherwise sexually exploiting a child.
  • CSAM means child sexual abuse material: any visual depiction, including photos, videos, livestreams, and computer-generated imagery, involving a child engaged in sexually explicit conduct.

3. Intended audience

Civicore is independent civic-tech for Kenyan political campaigns. It is built for adults taking part in civic and campaign life. It is not directed at children and is not a children's product. These CSAE standards apply even so: Google Play requires social apps to publish them regardless of whether children are expected to use the app.

4. Prohibited content and conduct

The following are banned on Civicore:

  • CSAM of any kind, including AI-generated or otherwise synthetic CSAM.
  • Sexualisation of a child, including sexual comments, roleplay, or imagery.
  • Grooming, solicitation, or attempts to contact a child for sexual purposes.
  • Sextortion, blackmail, or threats involving sexual images of a child.
  • Trafficking or advertising a child for sexual exploitation.
  • Links, instructions, or communities whose purpose is CSAE.
  • Using Civicore to organise, conceal, or profit from any of the above.

5. How to report

If you see CSAE or CSAM on Civicore, report it immediately:

  • In the app — use Report on the post, story, comment, or profile. Choose the closest reason, or choose "Something else" and describe the child-safety concern.
  • Email — write to safety@civicore.co.ke with the URL or username, a short description, and the time you saw it. Do not attach CSAM.
  • Website — use our contact form and mark the message as a safety report.

If a child is in immediate danger in Kenya, contact the police and Childline Kenya on 116. Do not wait for Civicore to respond.

6. How we address CSAM

When Civicore obtains actual knowledge of CSAM or CSAE, we take appropriate action under these standards and applicable law. That includes:

  • Removing the content from public view as quickly as we can.
  • Disabling or terminating the accounts involved.
  • Preserving records that we are required to keep for a lawful investigation, and not forwarding CSAM except to the competent authorities.
  • Reporting confirmed CSAM to the Directorate of Criminal Investigations and other Kenyan authorities, and to the National Center for Missing & Exploited Children (NCMEC) CyberTipline where that reporting duty applies.
  • Cooperating with lawful requests from child-protection and law-enforcement agencies.

We do not ask reporters to download, copy, or email CSAM to us. A link, username, and description are enough.

7. Child safety laws

Civicore operates in Kenya and complies with applicable child-safety law, including the Children Act, 2022; the Sexual Offences Act, 2006; and the Computer Misuse and Cybercrimes Act, 2018. We also comply with Google Play's Child Safety Standards policy for social apps.

8. Child safety point of contact

Google Play and other parties can reach Civicore's designated child safety contact at safety@civicore.co.ke. That mailbox is staffed to receive CSAE notices, explain our enforcement process, and take action when required.
